Comprehensive Drainage and Flood Protection Project updated April 11, 2014

The North Lafourche Levee District has developed a Comprehensive Drainage and Flood Protection Project (CDFP) that includes work the NLLD has identified as vital to drainage and flood protection in the district and includes all areas in the district.

From the CDFP, the North Lafourche Levee District is nearing completion of a few elements of a Storm Water Flood Protection Project in the Thibodaux-Lockport-Bayou Blue Project Area. This contracted work is being funded by NLLD and will total in excess of $3.8 million.

The biggest challenge to completing all work in the CDFPP is funding, which is currently approximately $3 million annually collected though ad valorem tax.  Therefore, the NLLD Board of Commissioners has established a system to fairly and equitably assess the projects relative to each other in order to determine the rating and priority of each project.

The NLLD contracted with Tetra Tech, to create an analytical tool that will allow the evaluation of proposed projects through a Needs Oriented Projects Evaluation Tool (NOPET). The concept behind NOPET is to take the traditional benefits/cost ratio, combined with three (3) additional factors – Risk, Condition, and Level of Protection – to get a NOPET Rating. In this way, we make sure that every project we undertake provides the absolute “best bang for the buck” for the citizens and businesses of our District.
